Most free PDF tools are free because you upload the file. For a holiday itinerary that is a fine trade. For a contract, a patient record or anything under NDA it is a decision someone should make deliberately.
- Windows or Mac, want an Acrobat replacement → Foxit PDF Editor
- Documents must not leave your network → Stirling-PDF, self-hosted
- Occasional merge or split, nothing sensitive → iLovePDF or Smallpdf
- Turning scans into searchable text → ABBYY FineReader
- You are doing this in code → PyMuPDF or pdf-lib, and read the licence note
- Linux → Stirling-PDF, a browser tool, or a library. There is no first-class Linux desktop editor here

The three worth reading about
Foxit PDF Editor
From $4.99/month, hybrid, free tier. 21 integrations. Score 75.7, confidence 0.74, the highest here.
Highest-scoring and also the cheapest of the full desktop editors.
Pick it ifyou want an Acrobat replacement on Windows or Mac. Don't if you need Linux.
Stirling-PDF
Free tier, self-hosted. Around 90,481 stars. Shipped 2026-08-06. No known advisories.
Run it in a container and you get a browser interface for merging, splitting, OCR, conversion and redaction, with no file leaving your network. For anyone with a compliance obligation that combination is hard to beat, and it is genuinely under-known.
Pick it ifthe documents cannot be uploaded to a third party. Don't if you need detailed text and layout editing; it is a web app, not a full editor. And you are now running a service.
iLovePDF
From £5/month, freemium, free tier. Score 50.8, confidence 0.74.
Pick it ifyou need an occasional merge or split and the document is not sensitive. Don't upload anything you would not email to a stranger. Read the retention policy first; we cannot verify it.
Stirling-PDF alternatives
stirling pdf alternative is the only query we earn meaningful clicks on here, and the honest answer is uncomfortable.
| Leaving because | Go to |
|---|---|
| You want a desktop app, not a web app | Foxit, Nitro Pro |
| You want real text and layout editing | Foxit |
| You do not want to run a service | a browser tool, and accept the upload |
| You are automating, not clicking | PyMuPDF or pdf-lib |
There is no close self-hosted alternative in our catalogue. Everything else is a desktop application, a browser service or a library. We would rather say that than pad the list.
The library option, and an awkward pairing
PyMuPDF
AGPL-3.0. 10,576 stars. Shipped 2026-08-06. One advisory in the last 12 months (MODERATE).
Fast and capable. AGPL-3.0 is strong copyleft and reaches software provided over a network, so embedding it in a product you offer customers needs legal advice or the commercial licence.
pdf-lib
MIT. 8,605 stars. Last release 2021-11-06.
Permissive, runs in the browser as well as Node, and imposes no obligation. But it has not shipped in nearly five years, which for a library parsing untrusted input is a real consideration rather than a footnote.
So: the maintained option has the restrictive licence and the permissive option is stale. If neither fits, the answer is probably another language's ecosystem rather than anything here.

| Tool | Notes |
|---|---|
| Nitro Pro | 24 integrations, the most here. Desktop, 14-day trial |
| PDFelement | Sold as a one-off from $129.99, which has become rare |
| ABBYY FineReader | OCR is the strength. A different tool from the rest of this list |
| Sejda | The most explicit privacy posture of the three browser tools |
| Smallpdf | Thin, well-priced consumer product. Confidence 0.74, so that is a real reading |
How we scored this
Signals are properties of the software: licence, release cadence, published advisories, integrations, pricing transparency. No reviews, no company size, no web traffic, no vendor ad spend. Facts retrieved 2026-09-11, pricing observed 2026-09-14. Full method · Independence
We hold licence records for only two of ten entries, which is expected for commercial desktop software but limits what we can say about terms.
What we could not verify: retention and deletion policies for the three browser services, which is the single most decision-relevant fact about them and why this page opens with the question. Also no OCR accuracy data, no rendering fidelity comparison, and no measure of how any of these handle malformed PDFs. Those three are what a serious evaluation would test directly.
